Los Angeles Heavy-Rehab and Fire-Damaged Off-Market Properties

What LA off-market flow actually looks like

Fire-damaged houses. Unpermitted additions and garage conversions. Foundation and hillside work. Long-vacant properties with open code cases. Small value-add multifamily — duplexes through small apartment buildings where both unit condition and rents have room to move.

These sell off-market because they will not survive a public listing. A house mid-failure gets picked apart by retail buyers and their lenders. An as-is investor buyer judges it on scope instead of staging.

Fire damage: how to think about it

Get a structural opinion before you commit to a number, not after. Smoke and water damage routinely travel further than the visible burn. Ask whether an insurance claim was filed and settled, what was demolished, and whether anything was done without permits during cleanup. Then price the scope with a contingency that reflects how much you cannot see.

Unpermitted work

You have three paths: legalize it, remove it, or sell it disclosed as-is to a buyer who will. Each has a different cost and a different timeline. Never underwrite unpermitted square footage into your ARV until you know which path you are taking.

Permits are the real variable

Construction days are predictable. Plan check, corrections, inspections and utility sign-offs are not. On an LA heavy rehab, the difference between a four-month and a nine-month timeline is almost always the counter, not the crew. Build holding costs around the jurisdiction you are actually in — the City of LA, an unincorporated county area and a small independent city are three different speeds.

Value-add multifamily

On small apartment buildings, condition and rents both matter, and tenancy rules matter more than either. Confirm what applies to your specific building and units before you assume a unit will be available to renovate.

Tenants in place, occupied units, busy streets — say what you will take

Those are all options you can opt into when you join, along with fire damage, permit issues and heavy rehab. Being specific is what gets you sent the right deals instead of everything.
